1. Make sure you have selected all products in your store. (The blue link in the below screenshot). This will select all products matching your search criteria including all products in a filter.

2. Double check that a product is actually appearing in your search criteria or filter. Sometimes a product wasn't in the collection you selected or did not have the tag you were filtering by.
